Among them, there are 11,321 types published by the United States, ranking first, accounting for 26.95% of the global total; followed by the United Kingdom (7329 types, 17.45%), and China ranking third, with 3493 types, accounting for 8.32% of the global total. In total, the sum of scientific journals in the United States and Britain accounts for nearly half (47.4%) of the world's journals.
Because Scopus, SCI and other internationally renowned journal databases select the journals included based on metrics such as expert review and frequency of citations, they can better reflect the academic influence of journals to a certain extent. Of the 24,516 types of journals that Scopus has collected from more than 5,000 publishing institutions in more than 120 countries or regions, the number of journals owned by the United States and the United Kingdom is far ahead of other countries, accounting for 24.98% and 23.22% of the total number of Scopus journals. The current weak status of China's sci-tech periodicals is obviously not compatible with China's rapidly increasing scientific research competitiveness. Compared with the number of SCI papers published by China's first authors in 2018 (37,633,000 papers), which accounted for 18.13% of all SCI papers (2.0756 million papers), China's SCI indexed scientific and technological journals accounted for only about 2%. There have been many discussions about the deep-seated reasons why China's scientific and technological journals have lagged behind the development of China's scientific research competitiveness, mainly as follows:
(1) The operating mechanism is not flexible enough. At present, the management system of sci-tech periodicals in China is relatively complicated, and multiple levels of supervision, hosting, and publication restrict each other. As a result, the discipline positioning of most sci-tech periodicals in China is serious. 2 Key tasks proposed in the Opinions:
