On November 19, the China Institute of Science and Technology Information (hereinafter referred to as "CITIC") held a press conference on the statistical results of Chinese scientific and technological papers in Beijing. The number of papers published by Chinese researchers, the proportion of highly cited papers and hot papers, and international An analysis report is given from the perspective of cooperation status.
Scientific papers are an important part of scientific research output and part of the scientific and technological evaluation system. Entering a new era, strengthening the ability to lead the world's scientific and technological innovation, and building a strong country in science and technology have become China's goals. The focus of the science and technology evaluation system must also keep pace with the times and adjust with the country's strategic needs. In accordance with this thesis evaluation index system adopted by CITIC, which aims to guide the scientific and technological community to "remove old evaluation concepts and turn to high-quality development evaluation", Chinese science and technology papers have undergone significant changes from quantity to quality.
According to the statistical results, from 2009 to 2019 (as of October 2019), Chinese scientific and technological personnel published a total of 26.064 million international papers, continuing to rank second in the world, an increase of 14.7% over the time of statistics in 2018; 28.452 million citations, an increase of 25.2%, ranked second in the world.
Papers published in the past two years have received a large number of citations in the past two months, and papers that have been cited in the top 1 ‰ of the subject are called hot papers. As of September 2019, the number of hot papers in China was 1056, accounting for 32.6% of the world's hot papers, ranking second in the world, up one place from the previous year. "Such articles often reflect the latest scientific discoveries and research trends, and can be said to be the vane of the forefront of scientific research." Said Guo Tiecheng, deputy director of CITIC.
The statistical results of the papers show that there were 22 countries (regions) that published more than 200,000 scientific and technical papers from 2009 to 2019, ranked by the average number of citations per paper, and China ranked 16th. In Guo Tiecheng's opinion, although the average Chinese paper was cited 10.92 times, an increase of 9.2% over the 10 times / articles in the previous year's statistics, "compared to the data cited 12.68 times in the world as a whole, China ’s average There is still a certain gap between the number of cited papers and the world level. "
In recent years, through participating in a series of large-scale scientific programs such as the International Thermonuclear Experimental Reactor Program, the International Comprehensive Ocean Drilling Program, and the Global Earth Observation System, China has carried out equal cooperation with other major scientific and technological powers in the world to participate in the formulation of international standards and solve global problems. Major issues have made due contributions.
The statistical results of related papers also verify this: According to statistics from the SCI database, among the Chinese papers collected in 2018, the number of papers generated by international cooperation was 110,800, accounting for 26.5% of the total number of papers published in China, an increase of 13,400 over 2017. Among them, the number of international co-authored papers by Chinese authors as first authors is 76,622, accounting for 69.1% of all international co-authored papers in China, and partners include 157 countries (regions).
In addition, among the papers published by Chinese authors in 2018, there were 583 papers with more than 100 authors and more than 50 cooperating institutions, an increase of 75 papers from the previous year. The disciplines involved are: High Energy Physics, Astronomy and Astrophysics , Medicine, health and biology. Among them, 45 papers were published by Chinese institutions as the first authors.
"It can be seen that with the enhancement of overall national strength and scientific and technological strength, China has the ability to participate in international science and cooperation in science and technology." Guo Tiecheng pointed out.
In order to encourage and guide scientific research institutions and scientific and technological workers to pursue high-level scientific discoveries and research outputs, and create a good academic environment, it fully reflects that both scientific researchers are encouraged to publish high-quality international papers and attach importance to outstanding papers published in domestic journals. CITIC The scientometrics method adopted has selected papers published above the average level in various fields in international disciplines, and papers ranked in the top 10% in various fields in China, forming the database of outstanding scientific and technological papers in China.
Relevant statistical results show that in 2018, China's outstanding scientific papers totaled 315,900, an increase of 12.4% over 2017, and international outstanding papers accounted for 36.4% of China's total international papers. Among them, the number of excellent papers in clinical medicine, chemistry, biology, electronics, and automatic control is the largest. Shanghai Jiaotong University, Peking University, Zhejiang University, and Tsinghua University are high-yielding institutions with outstanding papers.
In order to better publicize and make use of China's outstanding academic achievements, CITIC also combines scientific measurement indicators with peer review, selects 5,000 outstanding academic papers each year in China's fine scientific and technological journals, and builds the "Leader 5000-China's Fine Scientific and Technological Journals" "Top Academic Paper Platform (F5000)", in the form of English long abstracts, to display and exchange outstanding academic papers in China. "By cooperating with important international information service organizations and international publishing organizations, we will link and push F5000 papers to international peers, providing an efficient channel for Chinese-published papers, authors, and Chinese academic journals to integrate into the international academic community." The original intention of the F5000 platform, said Pan Yuntao, director of the CITIC Scientific Metrology and Evaluation Research Center.
Since its launch, the F5000 platform has received 6.414 million searches, attracting international users from 50 countries including the United States, Russia, Japan, and Germany. At present, the platform is more and more recognized by scientific researchers, and it has become a new type of high-quality oriented representative evaluation tool.
